HR Advisor – International Think Tank 12month Contract £33-39K To provide a pro-active, professional, effective and value-added HR service to the managers and staff of the Institute. The post holder will be responsible for providing operational HR advice, guidance and support to a defined client group of programmes, department and project teams. The post holder is expected to take the lead role on HR projects as required. Responsible for managing HR Assistant/Officers as allocated. To understand the aims of a strategic HR function and to support senior managers in introducing and implementing best practice policies and practices for the Institute Operational HR Advisor roles and responsibilities Recruitment • Provide a high quality and timely recruitment service, through the supervision of the HR Officer/ Assistant contact to a defined client group of programmes, departments and project teams • Oversee the recruitment and the accurate data entry into all associated systems • Provide recruitment advice and guidance to managers in line with good practice, facilitating the development of JD’s, advertising campaigns, monitoring, selection, recruitment, on boarding including liaising with job agencies to secure cost effective temporary resourcing requirements and compliance with legislative requirements Policies, Procedures and Practice • To research and develop HR policies, procedures and practice which Consult with staff and Trade Union on any proposed policy changes • Advise staff and managers on the appropriate use and implementation of all HR policies and procedures Learning and Development (L&D) • Proactively assist in the development of an annual L&D needs analysis and help devise the annual L&D plan to meet staff and organisational learning and development needs within budget • Communicate learning and development activities to staff in the defined client group Terms and conditions of employment • Advise managers and staff on contractual terms and conditions of employment, ensuring consistency and fairness on contractual matters within your defined client group. • Oversee maternity, paternity, adoption, flexible working and termination of fixed term contract casework for your defined client group. • Responsible for managing visa sponsorship casework Employee Relations • Provide individual guidance and support to employees and line managers in relations to all employee relations matters, including disciplinary, grievance, capability or bullying and harassment matters undertaking formal meetings (including investigations and hearings) . • Work with Line Managers to resolve performance or probationary review issues • Manage redundancy, restructure and role change processes as needed, including advising line managers on business cases and ensuring best practice in employee consultation within legislative requirements • Consult with Union representatives as appropriate and when required attend regular Union and management meetings Reward and Payroll • Oversee and check payroll, pension and salaries advice etc are administered accurately and efficiently HR Reporting • Provide regular HR reports to the Head of HR which report on; staff attrition, exit interviews, sickness, fixed term contracts etc. Health, Safety and Security • Meet with the health and safety Committee on a quarterly basis to review health and safety procedures and actions, delegating specific actions to HR Assistant/ Officer and ensuring follow up. Management of HR staff • Responsible for the day to day line management and support the development of an HR Assistant/ Officer HR Advisor Project Work The HR Advisor will be required to managed and coordinate the process for value-added HR projects (supported by the Head of HR) including (but not limited to): General HR administration (when required) General HR administration will be required to provide cover for other HR roles (particularly the HR Assistant/Officer role), including (but not limited to); • To carry out routine HR administration • To draft letters and deal with routine correspondence • To take minutes at staff meetings when requested • To ensure accurate manual and electronic records are kept for each employee for your defined client group • To assist with HR filing and archiving • To support with HR information requests including; date requests, reporting, inputting or storage of HR information
